Take your paper plate and have the kids color it. Let them pick out some flowers that you brought so they can staple them on. Add two holes with the hole punch on right and left side of paper plate. Pull your pipe cleaner through hole and twist to make it hold. This will tie under the kids chins. We used the paper flower hats in a short skit called Patience.
